CALIFORNIA ENERGY COMMISSION - The state agency established by the Warren-Alquist State Energy Resources Conservation and Development Act in (Public Resources Code, Sections et seq.) responsible for energy policy. It is normally created as a by-product of petroleum refining and from natural gas production. The Natural Gas Policy Act (NGPA) granted the Federal Energy Regulatory Commission (FERC) authority over intrastate as well as interstate natural gas production. The main goals of the Act are: Creating a single national natural gas market; Equalizing supply with demand; and; Allowing market forces to establish the wellhead price of natural gas.
The Natural Gas Policy Act of (NGPA) attacked the shortage by a phased deregulation of wellhead prices. In the early eighties, however, the collapse of the world price of oil caused gas prices to fall as well. Supply and demand once again ruled, making the remaining price controls on natural gas . The passage of the Natural Gas Policy Act of allowed prices at the wellhead to rise sharply. (See Figure ) On January 1, , prices for new gas (that which was produced from new formations and fields or drilling after April ) were deregulated, and additional volumes of onshore production were deregulated on July 1,
